The bodies of two children and nine women were found washed up on a beach about 60 kilometers (37 miles) east of the Libyan capital Tripoli on Thursday.
Navy base spokesman Issa Al-Zaroug said that they had been on a rubber boat carrying 160 migrants and refugees, 149 of whom were rescued when their vessel began to sink off the Libyan coast on Tuesday.
He said the survivors were brought to the harbor at the Garabulli navy base to receive medical care before being transferred to a detention center.
