The chilling report stated that AI(Artificial Intelligence) machines which want to inflict pain on humans, and tanks that will fire at a target without human influence, are close to becoming a reality.
The report came to fruition from a week long meeting between officials earlier this year, which concluded that terror organisations such as ISIS are desperate to get their hands on these deadly weapons.
The meetings’ objective was to discuss which guidelines need to be laid out when AI killer robots inevitably become a reality.
However the experts acknowledged that terrorists are unlikely to follow the rules.
It reads: “Whilst these robotic killing systems might be available to technologically advanced countries in an initial phase, it is likely that they will proliferate.
“There may be no incentive for terror organisations to abide by international norms and this may further increase global or regional instability.”
It also warned that “swarms of such systems with complementary capabilities may carry out attacks.
“In these scenarios where swarms of Lethal Autonomous Weapons Systems' (LAWS) act as force multipliers, it would be unclear how meaningful human control could be maintained over the use of force, especially as the available time frame for human intervention is likely to be restricted.”
Fears of AI have been mounting steadily, with prominent figures such as Stephen Hawking warning that it could be the downfall of humanity.
Others, such as US presidential hopeful Zoltan Istvan, have said that we need to merge with AI if we are to survive the machine revolution.
Mr Istvan recently told media, “At some point in the future we will create machines which can grow far more sophisticated and complex than the human brain, and those machines may realise that they don’t want us.
“If a machine discovers a will to live and that will to live is threatened by human beings, then there is going to be a war. I can easily see that happening.
“If we’re integrated directly into the AI, into the thing that controls its will or its sense of independence, who it is, then I would suggest we go with that. We merge literally with machines.
“That’s something I see as the future of humankind, because I don’t think we’re going to stop AI.”, Express reported.
