The confrontation started when independent deputy Aleko Elisashvili accused City Hall officials of taking bribes.
Soso Manjavidze, who represents the ruling faction in the City Hall, demanded proof for those accusations.
The brawl erupted when Elisashvili told Manjavidze he did not have moral authority to defend anyone, accusing him of being sacked from the party leadership for embezzlement.
The political climate is heating up in Georgia in the run up to elections scheduled for 8 October 2016.
