Egyptian forces detained the suspects when they attempted to infiltrate into the Sinai region through the Rafah border crossing, the Al-Masry Al-Youm Egyptian newspaper reported on Saturday.
The suspects told interrogators that they had attempted to deliver a message to terrorist organizations in Egypt in order to establish a branch of ISIL in the country.
Egyptian authorities recently arrested a man charged with forming an ISIL cell in Egypt as part of an intensified tracking and monitoring process, officials told Al-Shorfa.
Egypt's National Security Agency apprehended Mohammed Farag Ibrahim Farag in Minya al-Qamh district of al-Sharqiya province, the official Middle East News Agency reported in June.
"The arrest of Ibrahim Farag comes within the extraordinary measures undertaken by Egypt's security authorities to track and monitor the movement of terrorist groups inside Egyptian territory," said Lt. Col. Amin al-Zaini, an Egyptian police official attached to the Interpol.
These efforts are part of the work of security services concerned that returning Syria insurgents who received combat training and obtained funding while in Syria could engage in "terrorist operations" in Egypt, he said.
Security forces previously arrested a number of Syria returnees who were confirmed to have joined Ansar Bayt al-Maqdis, an al-Qaeda inspired group that has claimed responsibility for several attacks in Egypt.
