The fanatic, who calls himself Abu Issa al-Almani, claims he converted from Christianity to Islam before travelling from Germany to Iraq and joining the terror group.
The published video shows Issa Al-Almani whipping prisoners in a town center surrounded by crowds of people. He also appears to attend the public amputation of another victim.
He also calls for ISIS sympathizers in the West to launch lone-wolf attacks, Daily Mail reported.
