The footage, published by a French TV channel, was filmed by a student in February and April.
The amateur video shows that men and women are carrying weapons as they go about their business in busy streets in the city. It also shows a woman walking her child to a playground with a rifle on her back.
It shows heavily armed men patrolling roads and parks and women carrying rifles.
The video reveals the presence of a great number of French women in the city. Reports say about a hundred French women are living alongside militant groups in Syria.
Most of the women have abandoned their families and joined their husbands fighting against the Syrian government, or gotten married to members of the militant group.
“I’m not planning to come back mama,” said a woman, while chatting to her mother via Skype. “You have to get it into your head that I am never coming back.”
US-led airstrikes continue to pound ISIL positions in Raqqa. The raids have reportedly prompted the militants to increase their tanks and militants in the city.
