Syria’s state news agency SANA announced Sunday that the explosive-laden vehicle targeted the Arman neighborhood, home to mostly minority Christians as well as Alawites.
It further reported that two rockets also targeted the site following the bombing.
The British-based Syrian Observatory for Human Rights also reported the bombing and death toll.
The Arman neighborhood has been repeatedly struck by terrorist bombings.
Fueled by Western-backed insurgents, violence has gripped Syria for more than three years, leaving an estimated 160,000 people dead and millions displaced.
According to reports, the Western powers and their regional allies -- especially Qatar, Saudi Arabia and Turkey -- are supporting the militants operating inside Syria.
