Police asked Siddhartha Dhar “'the new Jihadi John” to phone them and surrender his passport six weeks after he fled to join ISIS in Syria, it emerged last night.

Dhar was arrested on suspicion of encouraging terrorism and supporting banned group Al Muhajiroun.

He was freed on police bail on September 26, 2014, on condition he handed in his passport by October 3.

'Are there any changes to your circumstances that the police need to be aware of? Could you please contact the police on the telephone number listed above as a matter of urgency?'

The letter suggests officers repeatedly knocked at his home in Walthamstow, East London, but 'there has been no reply'.

Almost immediately he skipped bail for Syria – yet it was not until November 7 that police wrote to him, saying: 'It has come to our notice that [the passport] condition has not been complied with.

Londoner Dhar is the prime suspect as the masked man in the latest ISIS video. The black-clad figure, seen presiding over the execution of five alleged 'spies' for UK Intelligence services as ISIS claimed in Syria, styles himself like Jihadi John – real name Mohammed Emwazi – who was killed in a drone strike in November.

It is astonishing that how easy 32-year-old Dhar had fled from UK in 2014, despite having been arrested six times and being on police bail at the time.  After two days of arrest and freedom on bail ex Hind religion who was radicalized by ISIS followers in UK, had travelled from London to Paris with his pregnant wife and four children.

After joining ISIS, Dhar posted a photo of himself cradling his baby and brandishing an AK-47. Last year he posted an essay online defending IS executions and claiming the likes of Jihadi John had the 'moral high ground' over the West.

In May last year, he wrote a guide to ISIS to recruit other Britons, boasting how 'the caliphate offers an exquisite Mediterranean climate' and 'serves some of the best lattes and cappuccinos'.
