"Our visit to Guantanamo has convinced us that this prison – if you will – should be closed down as fast as possible," Russia's human rights ombudsman Konstantin Dolgov said.
"This institution has and still is trampling upon the human rights," Dolgov underscored.
Referring to the poor promotion of Human Rights situation in European countries, the Russian diplomat added that there has been no considerable improvement in the human rights sphere across EU countries.
"We have analyzed the situation around human rights in EU member states over 2013. We hoped to see any signs of improvement but, unfortunately, there were none to be found," Dolgov said.
The Russian watchdog also stressed that Russia is still ready for a constructive opinion exchange on human rights issues with its European Union partners.
"We are willing to look for common ground that would allow us to promote this human rights agenda on a constructive basis."
Russian watchdog has also previously condemned 'unprecedented' non-citizen status of people in East Europe.
